The various elements will enable progressively. On load, only the first (leftmost) column of radio buttons and the write-in text box will be active. Once a choice is made in that column, the verification and CAPTCHA choices will be enabled, and also the 2nd choice and "anybody but" columns. The 3rd choice column will be enabled when a 2nd choice is made, and so on. The Cast your vote button will be enabled when a verification choice is made and the CAPTCHA is filled in.
The Cast your vote button does not need to be an arrow, but should convey action.
The "What's this" links will be rollover popups, so the popped up explanatory text box needs to be designed too.
